Buckingham and Chandos that, since the correspondence in question took place, Her
Majesty's Secretary of State for Foreign Affairs has been informed by the Postmaster General
of
the

arrangements which
have been made for
transferring his control over the Post Office Agents in China and Japan to the Governor of Hongkong, and that his Grace has reason to believe that such instructions have
been sent by Lord Stanley to Her Majesty's Minister at Peking, as will assure a proper observance
by the Consular Officers, (acting as Post Office Agents,) of any orders
which
may be issued by the
Governor on the subject of their postal duties.
